[Vision2020] A public prayer for Planning & Zoning

Oh, great Flying Spaghetti Monster, all covered in cheese, please grant 
Moscow's Planning and Zoning Committee the wisdom to see that they're 
being used.  This New St. Andrews/colleges in the Central Business 
District nonsense was kicked downstairs because the members of the 
Moscow City Council don't have the meatballs to do their job.  Please, 
Flying Spaghetti Monster, grant the members of Planning & Zoning the 
freshly grated Romano necessary to kick this issue back upstairs with a 
note saying, "I don't want her, you can have her, she's too fat for 
me."

Amen with a side of garlic bread.
