Lawmakers Say New Iraq Prison Photos Include Disturbing Images of Torture

WASHINGTON (AP) - The abuse of Iraqi prisoners by U.S. military personnel
included torture, humiliation and forced sex beyond what has been seen in
public, chagrined members of Congress said Wednesday after viewing fresh photos
and videos.
"I don't know how the hell these people got into our army," said Ben Nighthorse
Campbell, R-Colo., one of several members of Congress who emerged grim-faced
from lawmakers-only screenings in the Capitol.
Lawmakers said they saw disturbing images that included military dogs snarling
at cowering prisoners, Iraqi women commanded to expose their breasts and photos
of sex acts, including forced homosexual sex.
In addition, lawmakers said there were images of hooded Iraqi prisoners being
forced to masturbate while cameras captured the scene.
Rep. Jane Harman, D-Calif., said she saw a clothed man hurling himself against a
wall as though trying to knock himself unconscious.
"It just deepens the conclusion that this was a cellblock that had gone wild,
had no standards," said Sen. Joseph Lieberman, D-Conn., although several
lawmakers said the pictures reinforced their belief that officials up the chain
of command shared the culpability.
The estimated 1,800 images included many duplicates, as well as scenes unrelated
to prisoner abuse. Some seemed to be scenes of everyday life in Iraq captured on
personal digital cameras by Americans far from home. But others showed
consensual sex between Americans; one showed a U.S. solider shooting a camel in
the head.
The private screening marked the latest turn in a scandal that has prompted
President Bush to apologize to the victims and Democrats to demand the dismissal
of Defense Secretary Donald H. Rumsfeld.
More ominously, the abuse was cited in a grisly execution video posted Tuesday
on the Web site of an Islamic militant group. The video showed the beheading of
an American civilian who had been seized in Iraq, and included the claim that
his death was revenge for the mistreatment of Iraqis at Abu Ghraib.
Bush denounced the "brutal execution" on Wednesday and said those responsible
hoped to "shake our confidence." They will fail, he said, adding, "We will
complete our mission."
Most lawmakers said they opposed public release of the Iraqi prison pictures,
which everyone agreed were stomach-turning.
Sen. John Warner, R-Va., said making the images public could "possibly endanger
the men and women of the armed forces." He and others also said public release
could jeopardize the prosecution of U.S. personnel who were involved in the
abuse.
The screening for lawmakers reignited a debate over the extent of culpability
for the abuse - whether it involved a relatively small number of personnel in a
military police unit, or whether culpability went further up the chain of
command.
"In one particular still photo among troops that are in a hallway, where you've
seen the clump of people tied together on the floor, we counted seven or eight
troops," said Sen. Bill Nelson, D-Fla. "Now you can't tell me all of this is
going with seven or eight Army privates. ... Where did that failure of the
command and control occur?"
Maj. Gen. Antonio Taguba, who conducted the Army's first investigation into the
abuse, told Congress on Tuesday that he believed the pictures were taken by
military personnel using their personal digital cameras.
Taguba also testified that the mistreatment resulted from faulty leadership, a
"lack of discipline, no training whatsoever and no supervision" of the troops,
members of a U.S. Army Reserves unit called up for duty in postwar Iraq. He said
he found no evidence of culpability further up the chain of command, or of
systematic abuse in other prisons.
At the same time, Taguba said tactical control of Abu Ghraib had been turned
over to a military intelligence unit. That raised questions about additional
possible culpability, and the Army is in the midst of another investigation to
determine the role played by intelligence officers or enlisted personnel who
were present at the prison.
Sen. Ben Nelson, D-Neb., said the images did not show acts of violence, but what
appear to be "results of acts of violence."
Several other senators said they saw pictures of corpses, but it wasn't clear
under what circumstances the Iraqis had died.
Bush has apologized for the abuse, and Defense Secretary Donald H. Rumsfeld told
Congress last week he accepted responsibility.
At the same time, the vivid evidence of abuse has prompted several Democratic
lawmakers to raise fresh questions about administration policy in Iraq.
At a hearing a few hours before the pictures were screened, Rumsfeld defended
military interrogation techniques, rejecting complaints that they violate
international rules and may endanger Americans taken prisoner.
Rumsfeld told a Senate committee that Pentagon lawyers had approved methods such
as sleep deprivation and dietary changes as well as rules permitting guards to
make prisoners assume stressful positions.
Gen. Richard Myers, chairman of the Joint Chiefs of Staff, noted that the rules
require prisoners to be treated humanely at all times.
But Sen. Richard Durbin, D-Ill., said some of the approved techniques "go far
beyond the Geneva Convention," a reference to international rules governing the
treatment of prisoners of war.
Durbin noted that one American GI was missing in Iraq, his whereabouts unknown.
Given the circumstances, he asked Rumsfeld, "Wouldn't it help if there was
clarity from you and from this administration that we would abide by the Geneva
Convention when it comes to civilian and military detainees unequivocally?"
