[Vision2020] Is this Fair???

At worst a written reprimand for an officer amounts to nothing more than being 
forced out of the service shortly after his/her next Officer Evaluation.  If 
that officer has over 20 years of service, we are talking early retirement 
(with pension intact).  And once that officer is out of the service, it will be 
easier for him/her to find employment than that enlisted soldier who will 
probably not be job hunting for the next 10 to 20 years.
