[Vision2020] Why does the Hamilton-Lowe Aquatics Center close soearly?

So what are you paying the lifeguards? I bet I could bring in some people if 
you paid them $8.50 or more. Which is very reasonable. I have also never 
seen a lifeguard position advertised in the school paper or at the 
University jobs center.
