Patriot Act
PRESIDENT CALLS FOR RENEWING THE USA PATRIOT ACT
This week the President traveled to Hershey, PA and
Buffalo, NY to address the importance of the USA PATRIOT
Act with local and state officials.
Before September 11, law enforcement, intelligence, and
national security officials were prevented by legal and
bureaucratic restrictions from sharing critical
information with each other -- and with state and local
law enforcement officials. By passing the USA Patriot
Act, we removed those barriers.

The USA Patriot Act:
- Has played a key role in a number of successful
operations to protect innocent Americans from terrorists.
- Uses proven law enforcement methods in new ways to
reflect new technologies and new threats.
- Gives investigators the tools which are needed to stop
terrorists before they strike.
The USA Patriot Act helps fulfill America's duty to win
the War on Terror and never forget the lessons of
September 11, 2001.

Earth Day
PRESIDENT ANNOUNCES WETLANDS INITIATIVE ON EARTH DAY
This year, Earth Day falls during the middle of National
Volunteer Week, and President Bush commended the nearly
400 volunteers at Wells National Reserve, and thousands of
volunteers nationwide, for their ethic of stewardship that
is helping to preserve our precious natural resources.
President Bush celebrated Earth Day in Wells, Maine, where
he visited with volunteers helping protect a wetland that
is home to abundant wildlife and helps cleanse water
reaching the Atlantic Ocean. During the President's
remarks he said, "My administration has put in place some
of the most important anti-pollution policies in a decade
-- policies that have reduced harmful emissions, reclaimed
brownfields, cut phosphorus releases into our rivers and
streams. Since 2001, the condition of America's land, air
and water has improved."

President Bush's continuing action to save our wetlands:
- For the first time in history, America has reversed the
annual net loss of wetlands on our farms.
- The President announced an aggressive new national goal
-- moving beyond a policy of "no net loss" of wetlands to have
an overall increase of wetlands in America each year.
- Restore, Improve, and Protect America's wetlands
through a combined Federal effort over the next five years.

PRESIDENT DISCUSSES ROLE IN MAKING AMERICA PROSPEROUS & SECURE
On Wednesday the President said, "...I thought I'd talk a
little bit about the role of the President in creating an
environment so that our prosperity lasts, and then the role
of the President in securing America."
The President went on to discuss his agenda and views on the
economy, the War on Terror, and America's role in the world.
In his closing remarks he said, "We have a responsibility
beyond just being the leader in the war against terror. We
have a responsibility to be the leader in the war against
hunger, and disease, and hopelessness. And we are."

PRESIDENT INTENDS TO NOMINATE JOHN NEGROPONTE IRAQI AMBASSADOR
President Bush on Monday said, "Today I'm announcing my
intention to nominate Ambassador John Negroponte as the
Ambassador to Iraq."

PRESIDENT ANNOUNCES 2004 TEACHERS OF THE YEAR
On Wednesday the President and Mrs. Bush announced the 2004
Teachers of the Year. During his remarks, the President
said, "Our 2004 National Teacher of the Year is Kathy Mellor.
She embodies the qualities that all students and parents
hope for in a teacher. For nearly 20 years, Ms. Mellor has
taught English as a second language in North Kingstown, Rhode
Island. Kathy redesigned her district's ESL program to
better integrate students with their English-speaking
classmates. And the educational benefits of her innovation
have been clear."

SECRETARY RIDGE DISCUSSES HOMELAND SECURITY IN LAS VEGAS
In an address on Monday Secretary Ridge said, "As an open,
welcoming nation, we recognize that we can never be 100
percent secure against terrorist attacks. But we will never
succumb to despair. There is the old maxim: strength in
numbers. And if there is any lesson we learned from 9-11, it
is that freedom's greatest companion is fellowship; unity,
the integration of a nation -- everyone pledged to freedom's
cause, everyone its protector."

On Thursday the President said, "The award winners today span
the entire country, from Barrackville, West Virginia to
Shakopee, Minnesota, to Albuquerque, New Mexico. You've
cleaned parks, you've restored wetlands and you've organized
conservation projects. As volunteers, you've given your time
and talents in many different ways, and together you're
helping to achieve a great national goal: to protect and pass
along the great natural beauty of our country."

PRESIDENT SPEAKS AT NATIONAL RACE FOR THE CURE RECEPTION
On Wednesday the President said, "Approximately one in seven
women in the United States will develop breast cancer over
her lifetime. That means more than 200,000 women will be
diagnosed this year. This government is committed to helping
find a cure for breast cancer -- and it must be. The
Department of Health and Human Services is spending $900
million on breast cancer research and preventative
activities. I want to thank the members of Congress for your
strong support."

PRESS SECRETARY'S STATEMENT ON U.N. CYPRUS SETTLEMENT PLAN
On Wednesday the Press Secretary stated, "Should the Cypriot
people accept the Annan Plan on April 24, they will not stand
alone. The United States and its partners in the European
Union have already pledged over $800 million to ensure
implementation of the settlement. More support will be
forthcoming. The friends of Cyprus around the world are thus
extending heartfelt encouragement for the people of Cyprus to
make the decision of a lifetime on April 24 in favor of
peace, prosperity, and unity with the European and
Transatlantic families."
