<P>Ted,</P>
<P>I always admire your compassion and dedication to the environment. But in all honesty I don't think you have produced a workable plan. Carpooling doesn't work. Just go to Seattle, LA, or any major city in the United States. They have carpool lanes that are empty. The few people that do use the carpool lanes are not people that are actually carpooling it is simply people that happen to have two people in the car at the time and so they use it. People are not going to exhaust the energy to find someone close to them that wants to go to the store at the same time as them. That is too much effort for little gain. People are also very busy and don't go directly from one place to another. People will make 7 stops in one drive. You can't find someone that is going to make those same 7 trips at the same time.</P></DIV>
<P>You idea of prohibiting freshmen from bring their cars to campus is something I already looked avehicles, most freshmen live on Campus and don't drive their vechiles very many places. So even if you made every freshman angry on campus you would not even put a dent in the traffic problem.</P>
<DIV></DIV>
<P>Biking works some of the time. But around here it rains or snows 1 out of 2 days of the school year. Bikes also have some many limitations. First, no way I could peddle my fat ass up and down 6th street 4 or five times a day on a $10 bike. There are lots of people much more overweight and out of shape than me. So this doesn't work for many people. Next, you have clothing. Riding a bike to a meeting in a suit ruines the suit and the clothes. Go through a puddle in a hurry. The other obvious limitation on a bike is storage space. How are people suppose to carry a months worth of groceries on a bike? Finally, there are other problems such as safety, carring kids to school, picking up the clothes at the laundry, and trying to do it all on a bike. </P>
<DIV></DIV>
<P>You would more successful with slashing everyone's tires to reduce traffic. But I advise the best way to deal with the traffic is to build more lanes going west and east. This would take care of most the problems.</P>
<DIV></DIV>
<P>One question that I have to you Ted is what sources do you have to show that traffic has increased because of more dirvers on the orad verus the roads just being messed with causing everyone to have to go up and down 3rd?</P>

<DIV></DIV>
<DIV></DIV>>
<DIV></DIV>
<DIV></DIV>>While you present some interesting ideas on how to improve traffic
<DIV></DIV>
<DIV></DIV>>flow, that fact is that the number of vehicles on Moscow city
<DIV></DIV>
<DIV></DIV>>streets has increased in recent years.
<DIV></DIV>
<DIV></DIV>>
<DIV></DIV>
<DIV></DIV>>There are numerous solutions that could be offered: carpooling,
<DIV></DIV>
<DIV></DIV>>improved street layout and management, smaller less polluting
<DIV></DIV>
<DIV></DIV>>motorized vehicles, more biking (a three wheel bike can carry a
<DIV></DIV>
<DIV></DIV>>lot), better bike lanes or walking, or actual restrictions placed
<DIV></DIV>
<DIV></DIV>>upon the number and/or use of vehicles. Some universities in the
<DIV></DIV>
<DIV></DIV>>USA do not allow freshmen living in dorms to come to college with a
<DIV></DIV>
<DIV></DIV>>car! They have such parking and traffic problems etc. that these
<DIV></DIV>
<DIV></DIV>>universities cannot handle allowing freshmen to bring cars to
<DIV></DIV>
<DIV></DIV>>college.
<DIV></DIV>
<DIV></DIV>>
<DIV></DIV>
<DIV></DIV>>This one restriction placed upon vehicle use would reduce the
<DIV></DIV>
<DIV></DIV>>traffic problem in Moscow somewhat.
<DIV></DIV>
<DIV></DIV>>
<DIV></DIV>
<DIV></DIV>>You can rearrange the landscape all you want to accommodate cars,
<DIV></DIV>
<DIV></DIV>>trucks and SUVs, but this is an approach I think wrong headed from
<DIV></DIV>
<DIV></DIV>>the start. Because the bottom line is, if everyone and their uncle
<DIV></DIV>
<DIV></DIV>>insists on using a motorized vehicle to go everywhere inside the
<DIV></DIV>
<DIV></DIV>>city limits of Moscow, we will have problems with traffic and
<DIV></DIV>
<DIV></DIV>>pollution, at least with current internal combustion engines. And
<DIV></DIV>
<DIV></DIV>>as you accommodate to handle more cars, growth will just add more
<DIV></DIV>
<DIV></DIV>>traffic which means more accommodation to handle more vehicles, and
<DIV></DIV>
<DIV></DIV>>then we end up with a city less friendly to biking and walking with
<DIV></DIV>
<DIV></DIV>>a degraded aesthetic environment.
<DIV></DIV>
<DIV></DIV>>
<DIV></DIV>
<DIV></DIV>>If the mindset that encourages the use of motorized vehicles at
<DIV></DIV>
<DIV></DIV>>every whim is not addressed, the outcome will not be pretty, no
<DIV></DIV>
<DIV></DIV>>matter what brilliant street planning is offered. This issue boils
<DIV></DIV>
<DIV></DIV>>down to a choice of values and lifestyle about which it is clear
<DIV></DIV>
<DIV></DIV>>there is strong disagreement between the car devotees and those who
<DIV></DIV>
<DIV></DIV>>do not want a city dominated by the demands of motorized vehicles.
