2. Valley Transit Public Transportation Proposal - Mark Cook
On February 5, 2001, Moscow completed an agreement with Idaho
Transportation Department (ITD) creating funding for a public transportation
feasibility study for Moscow. Using carryover budgeted transportation line
items, converted CMAQ study money, and parking revenues from two years of
University of Idaho parking plan operation, the City can support two,
twenty-two passenger busses and one, twelve passenger van for one full year
of operation. The program proposed requires no new money.

ACTION: Recommend allocating necessary matching dollars supporting
one-year pilot public transportation project for Moscow; or take such other
action deemed appropriate.
3. AVISTA Fiber Optic Network Agreement - Mark Cook/Wayne Brannock
On May 5, 2003, Council heard a proposal to secure the existing
AVISTA fiber optic network in Moscow for a one-year period. After
considerable discussion, Moscow, Gritman Medical Center and Moscow School
District all agree that it is in everyone's best interest to cooperatively
enter into an agreement to secure the network for one year.

authorizing the Mayor's signature thereon; or take such other action deemed
appropriate.
4. Residential Irrigation Cross Connection Program Proposal - Tom
Scallorn
Idaho Drinking Water Regulations require all suppliers to implement a
cross connection control program to prevent the entrance of toxic substances
to the system. The regulations require yearly inspection of facilities,
installation of devices, inspections, and discontinuance of service where
regulations are not met. Moscow Water Department began a cross connection
control program in 1990 designed for phased implementation. Staff is now
ready to implement and seeks authorization to proceed with Phase Four.

City's Cross Connection Control Program; or take such other action deemed
appropriate.
5. Palouse River Park Property (Clyde Property) Improvements - Mark
Cook
During late 2002, PCEI applied to the Idaho Department of
Environmental Quality (IDEA) for 319 funding of a project for South Fork of
the Palouse River (SFPR). Moscow provided PCEI grant application support by
submitting a letter of support for the project. IDEQ notified PCEI of their
successful grant award.

from two years of University of Idaho parking plan operation, the City can
support two, twenty-two passenger busses and one, twelve passenger van for

2. Hamilton Indoor Recreation Center Discussion - Gary J.
Riedner
The "Hamilton Money for Kids" group of Moscow citizens has
solicited the Mayor and Council to hear and discuss the construction of the
Hamilton Indoor Recreation Center. Staff will present a history of the HIRC
proposal and the steps taken in identifying the uses leading to the design
and pending construction of the HIRC. Following the presentation, the Mayor
will take public comment and Council discussion will follow.
ACTION: Take such action as deemed appropriate.

Idaho Code 50-2006 requires that the Agency provide a complete financial
statement setting forth its assets, liabilities, income and operating
expenses for the previous year. This audit is compliant with General
Accounting Standards Board publication 34. Attached is the draft audit of
the Moscow URA.
ACTION: Approve audit and authorize transmittal to the City of Moscow in
accordance with I.C. §50-2006.
3. Select Date for Budget Hearing - Gary J. Riedner
Due to conflict in schedules, the June 19, 2003 budget hearing date
needs to be changed. Consider setting a date in July or early August to
allow ample time for URA Commissioners to review a draft budget, and to
publish notice of budget hearing as required by State Code.
