[Vision2020] 2 questions

A couple of questions, one that ties in with the public-private school 
debate and one unrelated non-sequitor.  How has the experiment in 
Philadelphia been working out with the school system under the operation of 
a private company?  Non-sequitor:  Does anyone know what's up with 
University Pointe on sixth street?  What businesses are going to be in there
