[Vision2020] 25 million dollar reward

I think we can read the sequence of events like this:

Unemployment rate surges to 6.4%.
President Bush offers $25 million reward for Saddam.

We all clear on that now?  I'd bet 9 million unemployed Americans are 
getting on planes for a shot at that reward.
