Thanks Bill for a partial clarification. And thanks to Jon for his
response. It would have been nice to hear from the individual council
members direct, and with specific rationale.

Jon Kimberling responded to a list of questions V2020 subscribers had
posted. As I recall he said the bill was authored by Randy Fife (city
attorney) in response to request from some council members -- with the
goal of establishing a system of controlling sidewalk vendors downtown.
(some council members were worried about a few hot dog vendors that set
up on sidewalks downtown sometimes, as I was told).
