2. Palouse Basin Aquifer Committee Interagency Agreement - Tom Scallorn
The PBAC Interagency Agreement establishes the working relationship
among all the agencies that are involved. The agreement also establishes
guidelines for PBAC to follow in conducting its efforts and defines the
responsibilities of the organization. The document has been reviewed by
Administration, Legal and Public Works and is presented for your review and
approval or direction. Note that all other PBAC partners have executed the
agreement.
ACTION: Recommend approval of the Agreement and authorize Mayor's
signature thereon.
3. Naylor Farms Status Report - Tom Scallorn
Council and the City of Pullman approved the Protocol which was
forwarded to Idaho Department of Water Resources relating to the conditions
under which Moscow and Pullman would withdraw their respective protests to
the proposed water right filed by Naylor Farms. A letter of withdrawal of
protest, subject to the condition that Naylor Farms agrees to abide by the
Protocol has been sent to IDWR as well. The withdrawal letter is being
coordinated with City of Pullman's similar letter. To date, no action has
been taken by Naylor Farms to further their pursuit of the water right.
ACTION: Accept report.
4. Conservation Issues - Tom Scallorn
At a Special City Council Meeting on June 23, 2003, the Council discussed
critical groundwater management issues. After significant public input, the
Council directed staff as follows:
* Implement a voluntary restriction on irrigation which limits
watering to the hours of 6:00 p.m. to 9:00 a.m. The program is to be
monitored for compliance and a public education program is to be instituted
to ensure that citizens are aware of the restriction. The restriction season
will be from June 1 through September 15. Staff was directed to report back
to Council regarding the success of the program.
* Prepare a request for proposals for a consultant to assist staff
and the Health and Environment Commission in developing a comprehensive
conservation plan.
* Continue to compile information regarding pumping records and
relevant data.
a. Status Report on meetings - Gary J. Riedner
Staff has continued to meet with a citizens group, consisting of Dianne
French, Chair, Moscow Health and Environment Commission; Tom Lamar,
Executive Director, Palouse-Clearwater Environmental Institute; and Kelly
Moore, Moscow Civic Association. These meetings have been instrumental in
establishing the process for developing a conservation program and placing
parameters on the issues to be addressed.
b. Status report on Voluntary Limitation on Daytime Irrigation - Tom
Scallorn
Staff will report on the measures taken regarding public information and
instruction relating to the voluntary limitation on daytime watering,
including public mailings, radio announcements, newspaper advertising and
follow-up door-hanger program. Staff will also report regarding efforts of
the City, County, School District and University of Idaho in assisting with
the conservation effort. Water conservation device distribution has also
increased since the voluntary program has been in effect.
c. Presentation of Data - Tom Scallorn
Staff has compiled information including historical data/trends relating to
the amount of water extracted by the City of Moscow in recent years for use
in comparison to water being pumped currently. Information includes
statistics regarding temperature and precipitation in both current and
historical data to try and present a comprehensive picture of water use and
needs depending upon circumstances.
d. Conservation Survey - Tom Scallorn
Staff will present the results of the conservation survey that was sent to
Moscow ratepayers in June 2003. 5000 surveys were mailed to ratepayers and
1218 surveys were returned.
e. Leak Survey - Tom Scallorn
A leak detection survey was conducted in July, 2003 as part of Moscow Water
Department system maintenance. The survey is conducted by an outside vendor
and revealed several leaks which were not able to be detected with
conventional means, allowing Water Department staff to repair the leaks.
f. Water Quality RFP - Tom Scallorn
Staff will report on the request for proposals that has been prepared to
select consultant to perform an assessment of water quality received by our
customers. Proposals have been received and the selection process is nearly
complete. Staff will soon notify the successful consultant and negotiate
the actual cost and scope of work. The current RFP will review existing
operations and seek recommendations for a more thorough Water Quality review
in the 04 budget. The follow-up study in 04 will consider future
improvement of treatment or operations that could lead to improved water
quality. We learned in the recent conservation survey, that at least 25% of
our customers noted having water quality problems. We feel that improvement
in water quality is important to our customer and also could lead to savings
in labor resources and water. Funds budgeted in FY2003. Funds budgeted in
FY2003. Phase II of Water Quality Improvement Program budgeted in FY2004.
g. RFP for Conservation Consultant - Tom Scallorn
Staff has been working with the Health and Environment Commission and the
citizen's group to develop a request for proposals for a consultant to
assist staff and the H&E Commission in developing a comprehensive water
conservation plan. Funds are available in the FY2003 budget year, but likely
a consultant will not be compensated until the beginning of the FY2004
budget year on October 1, 2003.
ACTION: Receive reports from staff and give further direction as
deemed appropriate.
