I think what everyone is missing out here is the potential advantage of
using the H2B temporary visa program to solve this problem. Temporary
teachers can be brought in under H2B for a tiny fraction of the cost of
using American citizens; minimum wage (with housing, transport, etc costs
deducted), no benefits, no time off, and temporary so the issue of
seniority or raises would be moot. Many third world nations speak some sort
of English, e.g. Jamaicans, Sri Lankans, etc, so there's no language
barrier to be concerned about; the young people would probably like to pick
up such an accent in fact. Third world expectations and norms can be
instilled in the youngsters and thereby discipline their future wage
demands, thus sparing the taxpayer now and forever.
