It *seems* that MSD has snookered everyone into believing that "families
with children are moving away at a greater rate than those are coming to
Moscow." 

It *seems* that they have conveniently overlooked all the facts. 

It *seems* that their estimates and extrapolations are factually incorrect. 

Indeed, that which is factual seems to be so.
